Optimal Black Start Resource Allocation

ABSTRACT:

The restoration of the majority Power System after a partial or complete blackout relies on black-start (BS) resources. To prepare for system restoration, it's necessary to acquire the right amount of BS resources at the right locations within the grid thus that the total restoration time will be minimized. Achieving this goal needs that resource procurement coming up with takes the restoration method into consideration. In this study, we integrate the BS resource procurement decision with a restoration coming up with model and develop an optimization model that produces a minimal price procurement plan that satisfies the restoration time requirement.
